Created by James Madison, proposed a new system of government where the American people rule. It also proposed three branches of government; legislative, judicial, and executive to create a separation of power where each branch provides a check on the power of the other branches. The Virginia Plan also suggested two different chambers or sections. One chamber would have had an even number of representatives per state, and the other has a number of representatives based on the state’s population.
